So…I’m not really sure where this card would even fit. Only deck I know that would even run this is Revvon and Valeos. In Valeos I guess it’s nice to be able to continue the multi attack shenanigans like a mini Meggido, even if it costs another Soul, and Soul as we know is hella tight without Coral Assault and Battle Siren Nerrisa, and in Revvon build you’re only really wanting to cherry pick only the most relevant stuff since you’re not tied to name to use good skills – I mean Blue Waves like Foivos are pretty much the only ones worth running to begin with.

Main saving grace is that there are in fact more than three Blue Waves for a deck, unlike something like Star-Vaders. So a reasonably mono Blue-Wave IS possible, but I’m not sure it’s advisable. In any case, play around with Galliot if you want but I suspect there are better Grade 2s you can run that should hurt consistency THAT badly.
