First I would like to comment on Raindance. I know everybody thinks it's
impossible to play 2 "stage 2" families in 1 deck. But I have a successful
Raindance with both Blastoise and Poliwrath.  Done with that I'll continue.
  #10. Lt. Surge's Pikachu 50 HP: I think this could be decent in Sponge and
Dark Raichu.
  # 9.TR Oddish:  1 energy for poison or sleep guaranteed.  I should see more
of them.
  # 8.Farfetch'd: True, he has seen better days.  But Electabuzz is seen like
snow in Alaska (sorry, if it doesn't snow as much there as I think. I live in
the south so I'm jealous).
  #7. Dark Weezing:  Good in a theme deck built around him.  Or, if you want
to be a copycat, you could steal my deck idea of a "self-destruct" deck with
Dark Muk, Dark Weezing, and Electrode (Base). 
  #6  Dark Flareon:  Although 50 HP is hard to swallow, 2 energys for a
possible 50 is great.  And Rage for up to 50 takes out all grass including
the "you like him when you play him but you don't when he's with the other
player" Scyther. 
  #5  Dark Vileplume:  Sure he's a "stage 2", but his Pokeman power that
allows no Trainer including Stadiums is awesome.  Keep him on the bench and
watch out for Ninetails...
  #4  Sabrina's Gaze:  It's good to flush out an old hand and get a new one
or make your opponent shuffle his/her deck if you suspect them of being
cheaters.  (Sorry, if it's played a lot, but I haven't been to a tournament
with Gym cards yet).
  #3  Dark Rapidash:  With 60 HP it isn't enough for some people.  But it's
second attack is the only one you should use.  Think of this, you have a Dark
Rapidash with 3 fire energys and one in your hand.  And you opponent has 2
Scythers - one benched and one active - and you have a Gust of Wind.  Use
Flame Pillar and deal the extra 10 to the benched Scyther.  Next turn attach
the energy (especially if he/she used Energy Removal) and Gust of Wind for
the other Scyther that has the 10 damage on it, and use Flame Pillar again. 
It's pretty obvious who you should give the damage to.  So is it that bad
now? 
  #2  Lt. Surge's Speaow:  50 HP with the electric weakness is kind of bad. 
But it's second attack isn't.

  #1  Rocket Mankey:  Surprisingly, it's #1.  I don't see why people don't
use it.  He fits the Wigglytuff deck bill perfectly.  With his second attack,
it cannot be scoffed at.  Although 40 HP is low, his retreat makes it up.
