The rarity of cards is chosen in a specific way...
The rares of the TCG are made as the best of their worlds, but
like always, theres ALWAYS exceptions.....Such as Victreebel......puhahaha
Now, Rares don't always mean the best, but they're pretty darn
good.
Rarity symbol just means that the pokémon is the best of the
thing they're suited for. If they're not that good, they should be
versatile. ALL rares can be used in a certain way, while other non-rares
are usually only good in a certain purpose.....with EXCEPTIONS....
Like the Dewgong VS Gyarados debate, Gyarados is only rare
because he does more damage, regardless of his energy costs. Dewgong is
uncommon simply because even though he/she's more versatile, he does less
damage. Usually, the uncommon's are more versatile......while the rare
cards are usually best suited for mono-color decks, with an exception of the
Scyther =) So all in all, uncommons are better for variety, but rares
are flat out stronger, so they become rares, but I don't know about Victreebel.....
