First of all, let me tell you what Lv 8 Mew does:

pokemon power: Neutralizing Shield
Prevent all damage and effects to Mew from evolved
pokemon. This power cannot be used if Mew is asleep
confused or paralyzed

1P: Psyshock: 10

Flip a coin. If heads, the defending pokemon is now paralyzed.



Now I will tell you what Erika's Dratini does:

Ericka's Dratini
Basic (Colorless) Pokemon
40 HP
Pokemon Power: "Strange Barrier"
Whenever an attack by a Basic Pokemon (including
your own) does 20 or more damage to Erika's
Dratini (after applying Weakness and Resistance),
reduce that damage to 10. (Any other effects of
attacks stil happen.) This power stops working
while Erika's Dratini is Asleep, Confused, or
Paralyzed.
CC Tail Strike (10+) Flip a coin. If
heads, this attack does 10 damage plus 20 more
damage; if tails, this attack does 10 damage.
Resistance P-30 Retreat 1


So what this combo does is it will block and reduce damage from both evolved
and basic pokemon.
I have made a damage swap stall deck around these two pokemon. Whats happens
is whenever my opponent sends
out a basic pokemon, I will send out Erika's Dratini. If they do damage to
Erika's Dratini, then I will use Alakzam's
damage swap to swap the damage off on to some chanseys on the bench. Then, if
my opponent sendes out an evolved
pokemon, I will send out Lv 8 Mew and Neutralizing Shield will prevent all of
the damage and effects to Mew. This deck also has Brocks Onix which has a
colorless attack for 10 damage and can paralyze
