IMHO a true anti-hay deck is a stall deck. This is because the haymaker
strategy is the opposite of the stall strategy. Because life is too short to
play stall all the time I propose building a haykiller.

First the opposition

Hays contain lots of the following pokemon
Electabuzz (top card)
Scyther
Hitmonchan
Promo Mewtwo
Fossil Magmar
Jigglypuff (to splash some psychic resistance)

The top two choices are nearly always in a haymaker deck and they're pretty
easy to kill.

To stop Electabuzz I recommend Rhyhorn

Rhyhorn's got 70hp, he's a common card, resistant to electric, and
doesdouble damage to 'buzz. Perfect (well the retreat cost is a big worry
but at 20 cents a card this is value for money). 3 Rhyhorn should be about
right.

To stop Scyther we want my new favourite card - Team Rocket's Charmander. TR
Charmander will do 40 damage to Scyther for 1 energy, and can knock a
Scyther out before the green machine gets powered up.  Let's have 3 TR
Charmanders.

We're spoilt for choice when it comes to killing Mewtwo's. Jigglypuff is a
deservedly popular choice but I have a soft spot for Tauros. Let's have two
of each.

Since we have a fire and fighting combo let's add 2 Base Machop's for the
quick attack on turn 1, and 2 Fossil Magmars for a bit of early game
stalling. Also TR Charmander won't last long with 40 hp so let's throw in 2
Base Set Charmeleons.

OK, the final pokemom count looks like this.

3 Rhyhorn
2 Machop
3 TR Charmander
2 Base Charmeleon
2 Fossil Magmar
2 Jigglypuff
2 Tauros

This is 14 Basic pokemon, and 16 Pokemon in total.

Add

4 DCE (Essential in every deck)
9 Fighting Energy
11 Fire Energy

Total 24 Energy, plus 16 Pokemon = 40 Cards down, 20 to go.

Trainers (total = 20)
3 Switches (to get Rhyhorn away from those nasty Scythers)
3 Gusts of Wind (essential in every deck)
3 Bills
4 Professor Oaks
3 Nightly Garbage Run
2 Energy Removals
2 Plus Powers

The Bills and Oaks are there to speed us to the cards we need. The Nightly
Garbage Run stops us decking ourselves, and helps against energy removal
decks. Rhyhorn needs those switches to run
away from trouble. Plus Powers help us to hit harder.

Note that this deck doesn't contain any rare cards so it can be improved
very easily e.g. take the Machops out and put Hitmonchans in. Even as it
stands the deck beats haymakers half of the time. If Rhyhorn's retreat cost
puts you off this card then include 3 Sandshrews and 2 Sandslashes (take a
Switch and a Nightly Garbage Run out to make space for the Sandslashes.
