The Devolution Debate

Devolution Spray, the much-disliked Trainer card, was
not used and therefore the question of this debate did
not become widely discussed until the Promotional Mew
card was released. 
  A "not-so" typical example... a Mew deck against a
Charizard deck. 
  Charizard has just been played, on a Charmeleon,
with three Fire energy cards attached.  Mew uses
Devolution Beam as its attack, and Charizard is
Charmeleon again.  Can the Char-Player re-evolve his
Charmeleon that turn?  Does he treat Charmeleon as if
it had just been played that turn and therefore must
wait a turn before evolving again?
  In that situation, I wouldn't evolve Charizard again
for the strategy part.  Use Flamethrower, discard
energy, KO Mew.  But this isn't the question.  It's
whether or not Charizard CAN be evolved again.
Originally, many players belived this is true, but
recently the concept had been brought up and it has
been bothering me ever since.
  I can see the point.  To some people, Charmeleon has
Just Come Into Play, and evolving it would go against
the rules.
    To other people, myself included, Charmeleon had
already been In Play before it was evolved and since
it had already filled the In Play for One Full Turn
requirement, it can be evolved immediately.  I belive
that it was never even Out of Play!  All of the cards
on the table (except prizes, discard, and deck) are In
Play, even if they're covered up by evolution cards.
Thus, if Charmeleon had been In Play long enough to be
legally evolved into Charizard, after being attaked by
a Mew, it can be evolved again that turn.
  ((Myself though, I'd thank the person for
de-evolving my not-fully-pumped Charizard, because
discarding 2 energy to do 50 excess damage to a Mew is
a waste when only one discard from Charmeleon can KO
the Mew without excess damage or really hard
discard!))

  Okay, I can't think of anything to add. If you have
proof contrary to what I've said about Devolution,
