I think the reason he doesn't fight any electric decks is because 
that electric is, in my opinion, the worst type.  To improve the deck, throw 
in either 4 chansey to take damage until blastiose comes out or Wortortle to 
use withdraw or bite.  I like bite because it can take out half of the basic 
pokemon in the game.  You should take out the 4 gust of wind.  Whats the 
piont of having 'em if you're gonna be knocking out pokemon in a couple of 
attacks anyway?  The chanseys also help with the electric problem.
