Blastoise's pokemon power lets you put any number of water energy under any water pokemon in one turn. You should also have at least 6 water energy in your hand before blastoise goes out to fight(it wouldn't be too smart to have blastoise in play with not enough water energy to use him). Once you have 6 water energy in your hand you should let charizard kill the pokemon battling for you(it should not be a good one). You let blastoise go out to fight and use his hydro pump attack that can do 60 damage with 6 water energy. Before he attacks use his pokemon power to put all 6 water energy under him. Charizard's weakness is water so hydro pump kills him in one hit. the other pokemon is poliwhirl. You build up his energy on your bench and when he has enough you let him go out against the charizard and use mnesia on his fire spin attack. On your next turn you use doubleslap and hope to god that the coin lands on heads two times in a row. If it doesn't it won't kill charizard in one hit and your poliwhirl is doomed. You can see why blastoise is better against charizard.
