Here is a combo: Rocket Magikarp, Dark (or base) Gyarados & Base
Blastoise:

First, you need a blastoise on your bench. Then, play a rocket magikarp.
Rain dance 3 water energies on rocket magikarp, retreat your active,
bring out rocket magikarp and use waterfall evolution attack. It will
evolve into Base or Dark Gyarados! It will have enough energy on it to
attack, too!
