Hi Pojo dudes I have the TOP ten Pokemon since Base Set came out to Team Rocket(U.S. expansions)
 
1-Electabuzz
    -With the potential of dealing a max of 40 damage for only two energies(one lightning and one colorless)  he is the best of them all and this cannot be denied.  Until Team Rocket's Zapdos comes out in Gym Leader 2, Electabuzz will be the best pokemon (and best lightning pokemon) of them all.
    -Electabuzz has virtually no stragety except get lucky with the coin toss and hit, hit, hit until he is almost dead, then you scoop up and put him back down to continue he's beat down.
    -He works good with scoop up because he only discards two basic energy which you can retrive or replace fast. 
    -One Note: He is weak to fighting so when you see your opponent heavy with fighting pokemon keep him in your hand because they may have a gust of wind in their hand
 
09-Movie Promo Mewtwo
    He is the ultimate anti-energy removal pokemon and went Team Rocket's Zapdos comes out in Gym Leader two these two will rock the enviroment.  I have a haymaker deck that uses energy removal and with energy absorsion I lose no energy to super energy removal
    -Way high HP for a psychic basic pokemon and the weakness is not much except against colorless pokemon because most psychic pokemon have wakness to psychic and 40*2=80 damage will kill most psychic pokemon except the gastly line pokemon which have no weakness to psychic
 
08-Muk(fossil)
    -Muk is a super great pokemon and in my opinion he is 100 times better than that stupid aerodactyl.  I use him in my hay deck to stop and destroy those stall, raindance and pokemon power decks. 
    -He  will see more eneviroment play because all the pokemon power that Team Rocket's expansion brought, like that Gloom which prevent both players from playing trainers cards
    -Team Rocket Muk vs. MUK(fossil)
        -You know the answer MUK
07-Blastoise(base)
    -He has one of the best pokemon powers in the game along with alkazam, muk, and mr.mime.
    -He can kill every easily and is fun to play.
    -The stragety with blastoise is to use his pokemon power and destroy your opponents pokemon with an articuno which was charged up with blastoise pokemon power, rain dance.
 
07-Alakazam
    -He has to tied with blastoise since he is as well as blastoise but his pokemon power is defensive
    -He can be put in the deck that will bored and get your opponent mad for the rst of the game.  It is cool to see your opponent get beaten slowly with agonizing boredom.
    -If you use him you like him if you don't you better have a muk around
    -Alakazam works great with big HP pokemon like Chansey, Zapdos(base), Lickitung, etc.  You just move the counters to them and keep your active helthy and attacking
    -You can also use him with mr. mime and just take 20 damage each turn but beware there are many ways to kill a mr. mime now-a-days.
 
06-Scyther
    -Look Scyther isn't way on the top. why?  He is overrated in my opinion but is still good.  His attack is too costly for a haymaker.  I don't think he is fast enough and an energy removal can really screw him.
    -He does have resistance to fighting but so many pokmonhave resistance to fighting they don't see play anymore
 -Many times you can use him as a wall an them scoop him up
    -Use Nightly Garbage Run to recycle all those double-colorless he had removed from.
 
05-Hitmonchan-20 first turn great
04-Magmar-scyther killer, poison great
03-chansey-great wall
02-mr, mime great poke power
 
P.S. All of this pokemon have a rating of 10, they are the best pokemon out there currently for us americans.
