While many people do not like these two particular cards, they are two of my
favorites.  Consider Rattata:
HP: 30
Attacks: C Bite 20
Weakness: Fighting
Resistance: Psychic
Rarity: Common

Okay, 30 HP isn't very good, that is true.  But a colorless attack that does
20 damage is great.  A resistance to Psychic, a type becoming very popular,
is also great.  Rattata can be put into virtually any deck.  Being a common,
he can be gotten easily.  While some cards can do 30 damage right off the
bat, most cannot.  That means that if and when Rattata faints, he can do some
serious damage.  Consider this: if you win the coin toss to go first, you can
KO a Ponyta before your opponent can do any damage.  Plus, no retreat allows
you to try to bring back Rattata before he gets KO'd.

Now, his evolution, Raticate:
HP: 60
Attacks: C Bite 20
CCC Super Fang Does damge do the defending Pokemon equal to
half the           Defending Pokemon's remaining HP (rounded up to the
nearest 10).
Weakness: Fighting
Resistance: Psychic
Rarity: Uncommon

Again, 60 HP should be higher, but I still feel he's a very good card.  Two
DCE, or one DCE and one Basic Energy, or... you get the point, and Raticate
can knock cards like Gyrados down to 50 HP.  Then, it's a simple matter to KO
them with a card like Hitmonchan.  In two more turns, Raticate could do it
himself.  The Psychic resistance is another plus.  One retreat is okay, and
can allow you to easily promote someone else you finish off whoever Raticate
Super Fanged.  Finally, Raticate is an Uncommon, which means it should not be
too difficult to get him.

In conclusion, Rattata and Raticate are not the best cards.  However, they
are very good ones who are often overlooked.  My e-mail address is
Woof246@aol.com if anyone has any further ideas on how to use Rattata or
Raticate.
