It's hard to compare cards of different types, so I'm splitting up the types.
Since each type has a different amount of pokemon, I will have different
amounts in each section.
I am including some Japanese cards.

Fire:
3. Moltres (wildfire is good if you're using the right deck)
2. Fossil Magmar (great attacks and great basic)
1. Ninetales (80 damage a turn once pumped up if you have the energy)

Grass:
10. Venomoth
9. Erika's Victreebel
8. Giovanni's Nidoking
7. Evil Vileplume
6. Beedrill
5. Pinsir
4. Muk
3. Basic Nidoking
2. Venusaur
1. Scyther (goes in any deck)

Psychic:
5. Promo Mew (combine it with Aerodactyl and have some fun)
4. Mr. Mime (good pokemon power but can be stopped by muk and weak colorless
like rattata)
3. Promo Mewtwo
2. Gengar
1. Alakazam

Electric:
3. Fossil Raichu
2. Jungle Electrode (great raindance killer)
1. Electabuzz (good basic)

Fighting:
5. Machamp
4. Primeape (uncommon, good attacks)
3. Hitmonlee (good attacks but can't attack first turn like chan can)
2. Aerodactyl (great power, but can't beat chan because of its pitiful
trainer basic)
1. Hitmonchan (one of the best if not the best basic)

Water:
5. Lapras (finally a good water basic)
4. Articuno (another one!)
3. Blastoise (powers raindance, but water gun attack is terrible)
2. Poliwrath (an energy removal attacker)
1. Gyarados (great attacks)

There are just too many colorless pokemon to choose, but wigglytuff is the
best.
