Hi! This is KoopaTrooperXL! I'm new to pojo.com, but I have a great strategy for Starmie that I think I should share with you guys.
 
OK let's take a look at Starmie.
 
Starmie - Water type - 60 HP
2W - Recover - Discard 1 energy card to remove all damage counters.
1W 2C - Star Freeze - Flip a coin , if heads the defending pokemon is paralyzed - 20 damage.
Weakness to Electricity, 1 retreat cost.
 
    I know many people have hated Starmie since the beginning of the TCG but I think he can be a top card. Look at his attacks - he is great for stalling and Psychic stall decks. All you have to do is discard 1 energy to heal all damage - no problem in a Raindance deck, that leaves him virtually invincible.
    Even a powerful Hitmonchan, Mewtwo, or even Wigglytuff cannot defeat him, he is super effective against popular pokemon like Charizard. Then once you have been attacked you recover!!! He cannot be killed! All you have to do is draw plenty of water energies ( Use Bill or Oak ) and he is the perfect stall - Do I see Chanseys or Alakazams that can heal themselves - no!
    But I haven't even looked at the second attack yet, the powerful Star Freeze. With this attack you can paralyze the oppenent, leaving it ready to be Star Freezed again next turn. And if does get a hit in, simply recover. This can stall for ages, as long as you have the power to get the right cards.
    While you are stalling with Starmie, you can be buliding up Alakazams, Chanseys and Tentacools on your bench. Not only is Starmie great, but because he is water you can combo him with Tentacool in a stall deck. Also that goes well with water+psychic pokemon like Golduck, jynx, Starmie and Slowpoke because you have water and psychic energies.
    Now I know many people are going to complain but I have an original idea and I have have been using it in my stall for ages. People do not expect to see Starmie in a deck, although I get beaten a lot it is still very powerful. Sure you say it is no good , there are better Pokemon for raindance, but you have been looking in the wrong place. There ARE other uses for water pokemon! also he is cheap, a common, and has a great pre-evolution, Staryu.
