The Whether Man made a card reading mistake when looking over LS's Raichu. 
He says this:
    "How, exactly, is Lt. Surge's Raichu good? His first attack may do either
50 or 20 damage for two lightning energy, but then you have to discard all
energy. That may make you end up with 20 damage for paying and discarding two
colored energy. Either way, though, you can't attack for the next turn. Then
there's his second attack. For four energy you can do 40 damage. You could
paralyze your opponent, but you might also end up doing 20 damage to
yourself. That's not too good for LLCC. Even though he has 80 HP, Surge's
Raichu can't survive with his sad attacks. I'm sorry, but this card is below
average in my book."  ~The Whether Man

He must have misread the card or didn't understand his first attack because
he got it all wrong.
    He claims that you must discard the energy no matter what, but in
actuality, you only have to discard the energy if you do the extra damage. 
Now I must admit that while this card is still bad, it's not as bad as he had
thought.  A possible 50 for LL is pretty good.  Not even Electabuzz can do
that. 
    In gameplay, his second attack should only be used if you're desprite for
definant damage.  His first attack should always be used unless in dire need
for damage. 

    Well that's all. Now doesn't that make LS's Raichu look better? That's
what I thought. :)
