Great Ferrett (grtferret@aol.com) states that there is no
strategy for Clefairy Doll.  On the contrary, there are several
times when a Clefairy Doll would be very useful.
(But I usually don't use it in my decks because there are more
useful trainer cards available.)

Good use of Clefairy Doll hinges on the fact that if Clefairy
Doll is knocked out, your opponent will NOT get a prize.

Quite a few Pokemon attacks have a coin flip which, if successful,
will prevent all damage to that Pokemon on the opponent's next turn.
One example, is Rapidash's "Agility" attack.  When your opponent does
that to you, it would be useful if you could switch your active Pokemon
with a Clefairy Doll, since you can't attack anyway.
Then when the attacker knocks out Clefairy Doll on the next round,
it doesn't matter.

Or imagine your opponent is powering up active Scyther and uses Swords Dance
(which means that his next attack will Slash for 60 damage).
You retreat or switch your Pokemon and put in the Clefairy Doll.
The 60-point Slash will be wasted on the doll, and meanwhile you
have another round to power up a worthy opponent for Scyther.

Or just having a Clefairy Doll on the bench will add to Wigglytuff's
Do The Wave attack.

So Clefairy Doll's main use is when you are prevented from attacking,
or cannot attack because do yet have enough energy on your Pokemon
in play. In that circumstance, Clefairy Doll (or Mysterious Fossil alone)
will cause your opponent's next attack to do no real damage to you.
