Hi Pojo!  I just some Team Rocket cards today, and I think the TR Chrmander
line is pretty interesting.  Here are some translations and my opinions for
the cards:

Charmander 
LV.9    HP 40
Pokemon Power-Once during your turn (before your attack), you may
move 1 Fire Energy card attached to 1 of your Pokemon and
attach it to this Pokemon.  This power can't be used if this
Pokemon is Asleep, Confused or Paralyzed.
1 Fire Energy: 20 damage
Retreat:  -1
Weakness:  Water
Resistance:  None
Rarity:  Common

Not a bad card, overall.  The Power sets Charmander up for its evolved
forms' attacks, and 20 damage for one fire energy is pretty good.  The HP is
10 points lower than base set Charmander's, but low HP is normal for TR
cards. 

Evil Charmeleon
LV.23   HP 50
2 Colorless Energies:  20 damage
3 Fire Energies: 70 damage, plus flip a coin.  If tails, this attack does
nothing.  If heads, discard 1 Fire Energy card attached to this card.  (If
you can't, this attack does no damage).
Retreat: -2
Weakness:  Water
Resistance:  None
Rarity:  Uncommon

First off, Evil Charmeleon's HP could use a LOT of work (Base Set Charmeleon
can KO it in one hit!), but this is about average for a TR Stage 1.  The
first attack is about average, but I think I like Charmander's attack better
because it costs less.  The second attack is a little risky, due to the coin
flip, but if the flip is heads, this attack costs the same amount as base
set Charmeleon's Flamethrower, and does 20 more damage!  (Double-headed coin
could come in handy!)

Evil Charizard
LV.38   HP 80
1 Colorless Energy: 10 damage
2 Fire Energies: 50x damage, plus flip a coin for each Fire Energy card
attached to this Pokemon.  This attack does 50 damage times the number of
heads.  Then, discard 1 Fire Energy card attached to this Pokemon for each
heads.  (If you can't, this attack does no damage.)
Retreat: -3
Weakness:  Water
Resistance:  Fighting
Rarity:  Holofoil

Evil Charizard is an interesting card.  The first attack serves mainly as a
backup move while you power up for the second move.  The second move sort of
reminds me of Exeggutor's Big Eggsposion move, except you must discard one
fire energy for each heads, and it does 30 more damage.  (Again, a
double-headed coin could come in handy!)  This card also suffers from a low
HP (Base set Charizard could KO this card in one hit, and several more
water-type Pokemon can too, if the attack does 40 damage!), but this is the
highest HP in the entire TR set. 

Overall, I think this is a pretty decent set of cards.  The HP is low on all
of them, but I think the attacks (and power, in Charmander's case) make up
for it.
