Kristin, I don't think you've really read the card yet.  Take another look.
Sure the Clefairy Doll counts as a pokemon, it has 10 HP, it can't attack or
retreat -- BUT -- When it is knocked out, your opponent DOESN'T get to
collect a prize.  It's a great stall card.  Also, since it counts as a
pokemon, it helps with Wigglytuff's "Do the Wave" attack.  It's not quite as
useless as you think.
