I'm afraid that I have a  few counters for the Gastly strategy...

1.  The defending Pokemon can choose not to attack.
2.  The opponent can use Gust of Wind for a high retreat cost Pokemon 
(Mewtwo).
3.  His sleep attack only has a %25 chance of putting the defending Pokemon 
will remain asleep for your next attack.
