I agree but i disagree. yeah he should be used im every major water 
deck such as a mono-water. and in a combo deck if room. but, if he's in a 
deck with a blastoise u have no worries. but if he's the major card in your 
deck. you got problems. why? because it's going to take 4 turns to fully 
power him.
