First, you don't know what you are talking about. If you would just read the 
card twice you would understand what Hurricane does.
It doesn't say "Defending Pokémon is returned to opponent's hand when it is 
KOed". It states (this is exact, I'm looking at it right now)
"Unless this attack Knocks Out the Defending Pokémon, return the Defending 
Pokémon and all cards attached to it to your opponent's hand". This attack 
does 30 damage, for 3 colorless, not 4. As well, it's Wing Attack only does 
20 for 2 cololess. And Pidgeot is Level 40, it's #18 on the Pokédex (like 
that even matters). Also one thing you forgot to mention was it's 0 retreat 
cost. This is a very good card, Say you used Hurricane and your opponent had 
no Basics, you win. Also, what if you used Hurricane on a Stage 2 Pokémon 
that was played with a Breeder, what are the odds of your opponent having 
the matching Stage 1, much less another Breeder. They can't play it again! 
Also, if you think it shouldn't be holographic, there is a non-holo version 
just for you!!
