I have been in many tournaments and Eevee has bailed me out many times. 
Quick Attack can do up to 30 damage which is okay. Tail Wag. This is what 
saved me. You can have the privelege of not being attacked. During this 
process you can pump up one of the evolutions.  (Vaporeon,Jolteon,and 
Flareon). Eevee also has a resistance(-30) to Pyschic Pokemon. 50 HP isn't 
that great but its OK. And only One colorless Energy for tail wag. Retreat 
cost is 1.
