There is absolutely no way that Arcanine is better than Ninetails. 
Ninetail's Lure attack is one of the best in the game, far better than
Pidgeotto's Whirlwind, as you get to choose which Pokemon gets sent out.
It also eliminates the need for Gust of Wind.  As for Arcanine, both of
his attacks have a side effect!  You have to choose between taking 30
damage or discarding energy.  He also has a retreat cost of 3, while
Ninetails only has 1!  Ninetails may not have the higher health, but he
can send out someone who has no energy and beat on them!  Lure is one of
the best attacks in the game, and that is what separates them.
