First of all, I am expressing my opinion. Both of these cards are very good 
but they have different advantages (and disadvantages).

OK, I have both these cards and would like to say that I use both of them 
time to time. First let's look at Poliwrath.

Poliwrath is a stage 2 pokemon. It has no resistance and is weak to grass 
(if thats incorrect please correct me) Now, its first attack is water gun, 
that can do base damage of 30 and up to 50. It's evolution does take up a 
lot of space (using the pyramid technique it takes up 7 cards )but whirlpool 
(its second attack) can do 40 damage plus it can take away an energy card 
from your opponent. Pretty Cool. Its main disadvnatages are that its stage 2 
and can only be used if the deck has water in it.

Now Dragonair. Stage one. Good. No weakness, and resistant to pschic. Even 
Better. for three colorless it can do 0, 30, or 60 damage. For 4 colorless 
it can do 20 damage and take away an energy card ffrom your opponents active 
pokemon.

Overall, I think both these cards are pretty good, but overall I have to say 
that i think dragonair is better.  It takes up less space in your deck, and 
it can also be used in any deck.
