Plain and SIMPLE: Gyrados IS better than dewgong....THis is why:

FIrst of all, DON'T compair basic pokemon, thats not the issue.  I have 
already stated way back that I believe that magikarp is THE WORST POKEMON:) 
lol...he really sucks.  The arguement is really about the stage 1 evolutions 
of seel and magikarp.

If you look at the two, One thing stands out.  They both have 50 damage for 
3 energy. thats powerfull, but then you look at the next attacks...30 vs 40? 
  well, 40 is larger, so gyrados wins....lol. I know thats lame, but true.

What seems to be Josh's biggest arguement, that dewgong is better, is that 
he is better in multi color decks.... who cares?  blue has no right 
to be mixed with other colors.  Even Dewgong has a strong blue factor in its 
attacks.  Blastoise power is intended for all blue decks, and all the blue 
pokemon require a good amount of blue to work...such as magikarp and 
blastoise's attacks. I know its always good to mix things up, but that is no 
reason to GENERALIZE that dewgong is better.  He is ONLY better in that 
particular situation.

Ok, One LAST and VERY IMPORTANT point to make: the weaknesses and 
resistances.  Gyrados is the ONLY good blue pokemon with out a weakness to 
electric!  AAAAND, in addition he is RESISTANCE to fighting. that is SUPER 
tough, since MOST decks right now run fighting in their deck.

I Do admit that dewgong is good. But in the current environment, gyrados is 
stronger...he survives against electric, and whoops up on fighting:)
