Since you might not have this card, I'll tell you it's stats:

50 hp weakness: fighting resistance: none retreat: 1
1st attack: recharge: 1 electric: search your deck for one electric
energy and attach it to pikachu
2nd attack: thundercharge: 3 electric: 50 damage: discard all energys
from pikachu

This card works great with a group of other cards:

1. energy search/retrieval & potion
to get the first energy  for pikachu, use energy search/retrieval or
just get it from your hand. Now use recharge 2 more times, to save the
energies in your hand. If your opponent attacks you in the meantime,
just use potions!!!!

2. LOOPHOLE!!!!!!!!!!!!!!!
that's right, i've found a loophole to this card! it says "attach the
energy to pikachu". but nowhere does it state that the card must be
attached to THIS exact pikachu. if any of your other pikachus needs
energys for build up, just do that!

3.Alakazam/Slowbro
instead of using potions to heal pikachu, just use alakazams pokemon
power. p.s.: this strategy is a nice addition to a zap deck! or just use
slowbros power, same thing, exept it doesn't work as many times.

4. mankey/bill
so, how do you know if its worth using recharge? easy. first use mankeys
pokemon power: peak. look at the top card on your deck. if it is an
electric an energy, use bill or any other card that lets you draw your
top card. now attach that energy to pikachu. you can now also use
recharge if its still not enought to attack, and be done a turn early,
or go ahead and attack. p.s.: this only works if you haven't put down an
energy card yet. if you dont see an electric energy while peaking, go
ahead and recharge.

5. omanyte
if you're really desperate to know wether or not your pikachu will
survive out in the battle field, just check your opponents energies with
omanytes power:clairvoyance: opponent place with hand faceup
