I competed using this deck at a tournament at Sports and More at the Liberty Tree Mall in MA, scoring 3rd place, winning $10 of store credit.  Energy wave is a work in progress deck using electric, water, and colorless.  Its purpose is to quickly hit with the power of stage 1 evolutions, to smash down hard.  It also aims to keep enemy pokemon from charging up large pokemon, while dealing with small pokemon by, um, killing them.  Therefor, speed decks have their pokemon eaten, and power evolution decks have their pokemon left in the dark.  Without further ado, here is the deck!

CHANGES:
well, I have already deleted the pidgy, pidgeotto, seal, and dewgong in favor of another gust of wind and a Magneton.  I plan on changing the deck further, my plan is to replace the squirtles and wartortles with seals and dewgongs, and a few others.  I will continue to send in its modifications, as long as I keep using it, so don't worry
 
How it faired:
 
Well, here is how the tournament went.  It was a double elemination tourny, with rounds being best 2 out of 3.
 
Round one:
    Ouch.  The person who beat me had a kickass deck, and i had some of the worst luch I have ever seen.  The first and only pokemon I got in my starting hand was a pidgy, he had an electabuzz out.  The second pokemon I got (after a few turns and potions) was a magikarp.
    The second game I had a squirtle I believe, and he proceeded to stomp it.  Oh well, loss # 1
Round two:
   A little girl with an electric water deck.  Oh, how sad it was to stomp her.  Several times she evolved dewgong, but I had a bunch of electric, and she didn't seem to get the energy she needed to power it all.  Oh well, easy win.
Round 3:
    Hmm, a deck with psychic and fire.  I used my gust of winds well here to bring out his not quite powered up pokemon, and wartortle proceeded to eat them, well, at least he bit them.  my farfetche'd also proved quite adept at pot smashing abras.
Round 4:
     a by!  Kicken!  Got to grab a soda and burger.  At this point, was guaranteed at least $10 of store credit, exactly the same as my entrance fee.
Round 5:
    This person had a fire fighting deck, equipped with onix's and magmars.  In the first game, he hit me with the mags, killing even my more evolved pokemon.  I was doing ok, until I messed up with my magnemite.  I had planned to use it, and then figured hou couldn't kill my squirtle with 1 shot.  Unfortunately, I only glanced at his magmar, and didn't realize that is 30 damage attack plus the 10 the magnemite did to it would let him kill it, my final pokemon.  Oh well.
    During the second game, I passed his onix with a gust of wind, energy removed his magmars, and just fought him down to his final pokemon, and killed it.
    At the final game, however, he had to many magmars.  Though I had his onix down to 10 hps, I had by a karp.  I was forced to evolve it into Gyrados to stay alive, but I couldn't get another pokemon out before he got magmar.  He won with prizes.  Oh well.
 
    Final result:
The person I fought first, it turned out, had a huge amount of cards to make his deck from, and it included 4 zapdos, 4 electabuzz, and many others.  Though, he constantly said it was his skill, not the fact that he owned far more cards, and was thus able to assemble a much better deck.  He took first, as the person who at the end beat me conceded, since he had been massacred by this kid as well.  This was his 6th straight tournament victory, but I am still building my deck, and next time I won't get such bad hands...
