Let's break him down: Colors: Horrible. Traits:
Somewhat cool. Power: Get staff... yay? I guess WITH
the staff he has decent colors... but there are
other characters that have that built in and more.
So how about no.

stable for the cost and all, but the effect doesn't
tell us must. Find and attach Shintaro's Staff.
