This deck looks like a pretty decent mono-water. But I would like to change a few things. I would lose the energy retrieval since this is a mono deck. I would also drop the 2 switches, about 3 water energy, 1 Poliwrath and 1 Polywhirl. I would add another Blastoise (definately for all the water), 2 more bills and another Oak, maybe 1 or 2 Farfetch'd, another Breeder, another Search and a Gust of Wind.
