I'm 13 & I don't think there are tournaments around >here. Well, this looks like a good Raindance deck, but an odd strategy. When I use my Raindance. I use my Trainers to get a Blastoise out fast as possible. After I've done that, then I get out my Gyaradoses if I have any more Traders or Searches, or I just wait it out. But with the right hand, a Blastoise is possible by the second turn. If I get that lucky, the game is mine in 6 more turns. Anyway, this deck is lacking the most important card in Raindance. Not Blastoise, not Traders and Searches (which are vital, don't get me wrong), this deck has no Professor Oaks!!! Any Raindance must have at least 2, some have 3, but 4 might be pushing. I don't like to run 4 Oaks in any deck. If you do have 4, and use them all in one game, you'll have no more than 20 or so playable turns. In here I'd just drop the Evees and Vaporeon, and probably the Retrievals. Then get 2 or 3 Oaks, and 4 Bill.
