Ok, this deck needs a little work.  There is no reason to play more of the 
stage 1 than basic in any evolution.  Try 4 Basic, 2 stage 1 (because of 
breeders), and 1 or 2 stage 2.  Also, I think you might need a staller to 
help you early in the game.  I play 4 Chansey in my Raindance deck.  He helps 
stall while you build up blastoise, Poliwrath, and Gyarados on the bench.  If 
u don't have Chansey, u can try Zapdos or onix, thanx to your scoop ups and 
switches.  just throw a staller out first turn, then soakk damage until u 
scoop up bringing Gyarados to the rescue.
