Interesting deck.  I have never seen anyone go 4-4-1 before.  Here are some 
ideas for improvement.  Try either 4-3-2 or 4-2-1 on your families.  That 
will give you more room for other cards, without giving you a lot of 
needless eveolutions.  I would stay away from voltorb and electrode for now. 
  Put in Raichu for your Pikachu and some Electabuzz.  If you are still 
missing some card slots, try out pokemon traders.  This will help you get 
rid of stuff you don't need, and get you what you want.  Oh, and take out 
the imposter oak.  That card is a theme card to deck your opp. out, and 
since your deck wins by killing the opp.'s pokemon, this card won't help.  
Try adding some card drawing instead of the retreivals, because you already 
have enough energy.  And speaking of energy, try 26-28 energy, so that you 
don't draw energy every other turn.  This is how I would make your deck...

3 Nidorino
2 Nidoking              (Toxic RULES!!!! It is amazing!)
4 Bulbasaur
3 Ivysaur
2 Venusaur
4 Pikachu
2 Raichu
2 Electabuzz
4 Bills
3 Professor Oaks

15 Plant Energy
13 Electric Energy

This can be modified by what you feels like.  This deck was very good.  It 
only needed some minor tweaks.  Good luck.
