The Flood??? Unfortuneately, it might be called "The Creek"  unless your 
deck gets faster.  I just seems to go too slow, and not get the energy.  
First, go with 24-27 energy.  Second, go for better family combinations, 
like 3-2(like your squirtle family).  I would go 3 Poliwag and 2 Poliwhirl, 
instead of 1-3.
    If you're going to have fighting, I would also go for more Hitmonchan or 
Onix, if not others.  I would also give them more energy than 6!
    The energy removal idea is good, but I would also take out that one 
switch and put in another Gust of Wind.  Also have more card drawing besides 
2 Oaks.
    Try to revamp this deck, with your mind on speed.  That way you could 
flood your opp. when you get to major turneys.
