Let's look at both decks closely.
THUNDER SCORCH-  I would make the Growlithe family 3-2 and the Charmander 
family 4-2-1.  To make room, I would take out zapdos and the porygons, along 
with one other card you don't want.  The reason for taking zapdos out is 
because you already have 1 major energy consumer(Charizard) and 2 would just 
run the deck dry.  This deck looks like it might take time to pull out what 
you want.  I would throw in some traders and take the Ratatta family.  Add 
more energy removal and make the Dratini family 3-2.  The energy removal 
should help slow your opp down while your charging up your Charizard, once 
he is out.  I you can, if you find any extra room at all, put in more 
Electabuzz.  They're great for speed.
UNAMED- "Watering the Plants" maybe? I don't know.  I'm not that good with 
names.  Why else would my section be called Chipmunk's Chatter?  First, I 
would pick which 2 Families you want for the plant group.  I personally 
would go the Bulbasaur family and Nidoran(M) family.  Try to at least make 
them 3-2-1, if not the usual 4-3-2/4-2-1.  The Koffing can take place of the 
Weedle family.  Trust me, these guys are great.  Now if they only had an 
attack for 1 energy.... hmmmm....
I would also revamp your water side.  Try going Seel family and Poliwag 
family.  The Blastoise I don't think will work that well in this deck.  Take 
out the imposter oak and a few others.  Since there are so many pokemon, add 
traders for speed.  I think that might be the only traders that you need.
