Hey, Lotus.  This looks like a very good deck.  There is very little I would 
do to change it.  The of the few things I would change is add 1 Squitle and 
1 Wartortle.  This way you can get Blastoise out quicker.  I would take out 
the PlusPower and the PokeBreeder to do this.  Another thing is I would take 
out the potion and put in another Trader.  This should add speed to the 
deck.  Finally, this is where it's just a matter of favorites.  I would 
exchange the Magikarp family and change it with the Seel family.  I find 
that the Seel family works much better in a non-mono-water deck.  It's just 
up to you.  This deck looks like a spin off of raindance.  Nice deck.
