Your evolutions are screwed up, your energy is not
that great, and your trainers need some work. Nothing
personal, just the facts. With that in mind, I'll try
to help you make this deck better.

1) I would just trash the Water Pokemon. There are
enough good psy and colorless basics out there that
you don't need the Lapras, not to mention the fact
that your odds of getting one aren't that great. And
the mere thought of trying to run Articuno with 9
water energies sends chills up in down my spine (don't
think that the 3 energy search will help--they won't.)
Delete Lapras and Articuno, and put in some good
Colorless Pokemon (Scyther, which might as well be
colorless, and Kangaskhan come to mind--Kanga also
makes a nifty starter against anything but a fighting
deck.) These Pokemon will save your butt if you come
up against psy-resistant types. On the subject of
evolutions, make Gengar 4-3-2, Alakazam 4-3-2. I'm
cutting Hypno, because something has to go, and he's
not that much different from Gengar.

2) Traders. Take out the Energy Search and Traders.
Replace them with 3 Bills, 2 Oaks, and 2 Computer
Searches. That about sums it up, I think. Breeders and
Centers are good in this deck. Energy
Retrievals--well, I don't know. We're going mono, and
there's a fair amount of energy in the deck already. I
guess that I'll keep them in unless I need card slots.

3) Energy. Make all the energy psychic; that gives us
23 psy energy. Looking good.

You shouldn't have that much trouble with drawing good
basics. Your basics either have some good attacks
(Scyther, Gastly, Kangaskhan) or can help slow down
the enemy (Chansey, Abra.) Every deck will get bad
draws some of the time. I did end up taking the Energy
Retrieval out, because I had to get the DCE in there.
Don't worry about it. I play fire with exactly the
same energy (22 fire, 2 DCE) and, although I have 2
Energy Retrievals, I hardly ever use them because I'm
getting so much energy from my deck--just as you will
be now that you've got Oaks and Bills. If you come up
against psy-resistant types, use Kanga, Scyther, or
Kadabra. In a pinch, Chansey + Alakazam might even be
a good strategy.
