I'd like to take this opportunity to clear up some
nomenclature. There are two types of decks which
people refer to as "Rain Dance" decks--one, such as
this one, where the object is to use Blastoise to
charge other water Pokemon, and another where the
object is to get a Blastoise as fast as possible
(ideally second turn) and charge himself up. To avoid
confusion, I personally like to refer to the first as
"Rain Dance" and the second as "Turbo Blastoise."
There's nothing wrong with either, although Turbo
Blastoise is probably more likely to win tournaments.
This deck is obviously a more standard Rain Dance, so
I won't try to go with the 4 Squirtle, 4 Breeder, 4
Blastoise sort of thing.

1) Despite the fact that you don't need 4 Blastoise in
*this* deck, your evolutions still need some work. We
should probably go to 4-3-2 with Blastoise. I'm not so
sure about Poliwrath. While it would be nice to split
your weakness, I'd rather have Articuno for this
purpose (basic, and no weakness at all.) Plus, I
really think that having two Stage 2 evolutions in a
deck like this is asking for trouble. We'll take out
the Poliwrath family and the Ditto (not that great,
and no point in having only one) to beef up Articuno.
The decision now is whether to have Gyarados or
Dewgong. Gyarados is arguably better in a mono deck,
but is harder to get and has a much, much weaker basic
than Dewgong. I'd personally go with Dewgong, but it's
up to you.

2) Trainers: Once again, a deck with 4 Bills and 2
Oaks! I'm on a roll! Your other trainer choices are
substantially more questionable. I would drop the GOW
to two, take out the revive, trader, and SER, and try
and fit another Breeder in there. You also need some
Computer Searches. If we have any extra slots, we can
try to put in some Super Potions, which are nice cards
to have in a deck with so much energy manipulation.

3) Energy: Drop the DCE. Otherwise fine. We can take
out 1 or 2 water if we need to.

A very nice deck. I put the Kangaskhan in for
protection against electric as well. With them and the
Articunos, hopefully you shouldn't have many problems.
Kangaskhan is also, in my opinion, one of the best
blockers around--certainly ideal for a deck in which
it's so important to draw the good cards quickly.
