My name is alex and this is my electabuzz,hope you don't mind,Oh, and try 
not to brush against him because it would be awkward if you had to be sent 
to the hospital and treated for electrocution.
this is my deck, it's a haymaker type deck and is built for reasonable speed 
and heavy damage instead of the usual high speed haymakers.the idea is to 
start with electabuzz or rocket scyther and paralyze or use shadow images on 
turn one and lay a second energy for thunderpunch or a DCE for blinding 
scythe on turn two then follow up with clefable.Lt.surge's electabuzz 
finishs off the game with his dark charizard like attack(it's incredibly 
powerful when combined with his ability to retrieve energy from the discard 
pile)so now to the deck list:

Well, since viewing the holographic Lt. Surge's Electabuzz, I must say, it looks like an interesting card for lightning. I'm assuming you mean the holographic version, if not, then try to get those instead of the non-holographic weaker version. As for the rest of your deck, you seem fairly solid, however I would probably consider removing the Clefairy/Clefables from the lineup and go with something with more kick to it. Let's go with the Mewtwo movie promo so that we diversify our strengths and weaknesses better.

That leaves us with 28 cards for trainers, a decent amount. We want to focus on card drawing, disruption, and deck refilling/reuse.
