Yo, This is CRIMINAL =/ and im FINALLY opening up my garage... I chose to Fix Tony's -_- deck because it is a good example of a deck that is definately NOT an archetype, yet most definately has a good chance at winning. Anyways, lets get on to the deck and its fix.

LAYETH THE SMACKETH DOWN
   Pokemon (x15):
4x Misty's Poliwag (2x each)
3x Misty's Poliwhirl
3x Sneasel
3x Cleffa
2x Erika's Jigglypuff

Trainers (x28):
4x Professor Oak
4x Computer Search
4x Item Finder
4x Nightly Garbage Run
4x Misty
3x Plus Power
3x Focus Band
2x Gust of Wind
  Energy (x17):
10x Water Energy
4x Darkness Energy
3x Double Colorless Energy

Looks like a FTKO deck yes? Well, it can operate that
way if needed. But I've also decked several people
with it and it has lasted through some longer games.
When I do lose with it though, it seems it's because I
only draw 1 Pokemon and real FTKOs have their way with
me. Murkrow is another killer, but I'm sure every one
knows that...so oh well. Any suggestions as to how to
make this deck better? WHAT?!?! Do you have any
suggestions? WHAT?!?!?! WHAT?!?!?! WHAAAAAAAAAT!?!?

WHAT!?! It can deck your opponent! WHAT!?!

First things first, nice ORIGINAL deck Tony. Now lets see what we can fix here.
WHAT!?! (Ok, enough of that =/)
~ Pokemon

Your pokemon count is .... UNIQUE to say the least. 12 basics is not enough in this environment that we are in today so we will add in a few more basics. We will also change 2 of your poliwags to the Bubbles Poliwag, its slightly better than the other one IMO. I normally try to add in higher Hp basics but i see none that can fit this deck so lets just add some babies. Thats about all I can think of for Pokemon.

~ Energy

Your energy count is rather nice... a little high on the water but aside from that its fine. Lets just drop a few water energies and we're done in this department.

~ Trainer
A bit off with the trainers here. Drop 2 Nightly Garbage Run and a Focus Band. You were pretty smart to play Focus Band instead of Gold Berry because your Pokemon have really low Hp and will more than likely NOT get 4 counters on them during their stay on the board. Add in a Cerulean City Gym for retreating purposes after a tails on a bubbles and it can also act as a default gym and we are set.

Final Deck List

~ Pokemon (19)

 4 Misty's Poliwag (Bubbles)

 3 Misty's Poliwhirl

 4 Cleffa

 3 Sneasel

 2 Erika's Jigglypuff

3 Igglybuff ( Or Pichu, its your choice really)

~ Energy (14)

7 Water Energy

4 Darkness Energy

3 Double Colorless Energy

~ Trainer (27)

4x Professor Oak
4x Computer Search
4x Item Finder
2x Nightly Garbage Run
4x Misty
3x Plus Power

There's Your deck f00. Now it SHOULD be able to do some more damage... if at least a little.. =/ Good Luck..WHAT!?!  I said Good Luck WHAT!?! Oh, thats enough..
