Strategy
Ninetales and Gyarados hit the opponent hard with the help of plus power taking the prize. because of their high HP they will probably be able to take 2 prizes each. Vulpix and Magikarp are needed :(
Energy... self explanitory
Recycle gets back ninetales for another 2 prizes (hopefully :(
Bill
Oak
Switch
All self explanitory
Plus power, is good for when a pokemon has 10 more hit points after an attack. Eg. Lickitung
Narrow gym ????? i just threw it in there because i felt like it.

the main strategy is too hit hard and claim all 6 prizes.

thanx :)

----Deck Fix----

Interesting deck, but an immediate problem I see is weak basic. You shouldn't play both Magikarp and Vulpix in the same deck. I think you should drop the Ninetales line, and try another fire Pokémon. Drop 1 Gyarados and 1 Magikarp. The 3 remaining Gyardoses should be all Base. The Kangaskhans are good, but change them to all Blaine's Kangaskhan, it's more offensive.

Your energy is way too high, drop 4 water energy and 4 fire energy.

Drop your Energy Retrievals, a Bill, and 2 Switch, there's better stuff. I think you should get rid of 3 of your PlusPowers because you'll need room for card searching.
We are left with 27 cards to change.

Pokémon wise, 3 Fossil Magmars will be a better fire Pokémon to use. Add 2 Erika's Dratini to give Hays trouble, and put in 1 Scyther, it's just great.

Energy wise you should add 2 more Double Colorless, maxing out at 4.

With your trainers, you should add a 3rd Oak. Add 2 Nightly Garbage Run to get your energy back. Add 2 Scoop Ups to get damaged Kangaskhan and Magmars out of the way. You may use them on Gyarados or Scyther too.
3 Recalls will be great and can be a GREAT way to set your opponent in a big trap. Allow Gyarados to take a lot of damage, and then Recall, using Magikarp's Flail Attack. Before you do this, you can use Lass solidify an advantage. Add 2 Lass. Add 3 Computer Search to help get your Gyarados out, and to get the Oak. 2 Item Finders can get your Oaks, Recalls etc. back. Add 2 No Removal Gyms to force your opponent to hurt their hand to stop your Gyarados. Add 2 Gusts of Wind.

So here's your new deck, you can call it whatever you want, I'll call it:

The Painful Memories of Gyarados
3x Magikarp
3x Gyarados
3x Magmar
3x Blaine's Kangaskhan
2x Erika's Dratini
1x Scyther
[Evolution is slimmed down to one Stage 1 set.]

7x Fire Energy
7x Water Energy
4x Double Colorless Energy
[Notice the small energy amount, which is necessary for the quicker version of this deck.]

3x Professor Oak
3x Bill
3x Computer Search
3x Recall
2x Item Finder
2x No Removal Gym
2x Lass
2x Nightly Garbage Run
2x Scoop Up
2x Gust of Wind
1x Narrow Gym
1x PlusPower
1x Switch
[There is much more speed and card searching. Trainer recovery is added with the 2 Item Finders, and Lass solidifies the advantage of Gyarados' Recall for Flail, an important part of this deck which can devistate opponents.]
