Strategy: Well I haven't thought of one yet, except that I get atleast 1 of 
each dragonairs on bech and just start beating thm with base dragonair's 
hyper beam! and thats all and it really sux. thanks if u even look at it.
Due to the East Coast STS rules, I'm going to show everyone how they might modify and make this deck ready for that tournament. I will be doing this style of a fix for the rest of the month of October. 3 max of any card except basic energy and 15 trainers...

One of the beautiful things about Dratini is that this is one Psychic resistant Colorless Pokemon that doesn't suffer from the Fighting weakness. However, by itself, the Dratini family can feel a little stale and require a great deal of energy to keep them running happily. I like your initial thought of adding in Dark Muks to make retreating more difficult, but let's take this theme one step further and remove that energy while keeping our opposition stuck in the active position by tweaking this deck further along that strategy.

For Energy, all we need is Grass and Colorless... let's make use of special energies!

3 Potion
3 Full Heal

That leaves us with room for our 15 trainers. We want to focus on card drawing and energy removal.
