This was rushed into my Dojo for some serious First Aid help. My Apprentices and Novices are trying to help, but I think I should take over...

Once again, most decks have at maximum only 1 or 2 Evolutions, and at that they are most likely stable decks. We need to completely reshape the face of the deck in order for it to work.

Drop everything. I mean everything. ;\ Rome wasn't built in 3 days, but how does that relate to this deck fix? =/

Add in a 4/3/3 Alakazam line. They shouldn't be very hard to find since Legendary Collections has been released and all. Next, add in 2 Kangaskhan so you can switch the damage out onto Kangy. ;x Now, add in a 3/3 Dark Golduck line, with the Psyducks being the Fossil or Promo versions.

For the Energy, add in 14 Psychic Energy and 2 Double Colorless Energy. Not very hard, is it?

The Trainers...whoo! X/ We have 26 spots to fill, but with what? Let's see...add in 2 Professor Oak. You seem to have a limited amount of cards, so 2 Professor Oak seem just right. Also, add in 2 Professor Elm for the same reason. The Bills should NOT be a problem at all to find since they are very common among the 'good players' of any area, and will probably gladly give you some. So, add in 4 of them. That's 8 spots. Add in 3 The Boss's Way, and then 3 Pokémon Breeder Fields. *wonders how crazy he is now* Well, we have 12 more spots. You seem to have enough draw power, so onto the support cards. Now, add in 3 Pokémon Center so you can remove damage from your Kangaskhans. Also, add in 3 Potion from the new LC set or from Base. Also, add in 2 Gust of Wind, 2 Rocket's Hideout, and 2 Mr. Fuji to get rid of damage even further, but with no drawbacks. Hopefully, you can get all of these cards from others at your League or Tourney area. ;\
