Ahhh...good 'ole Sponge.  Something I feel right at home giving a fix on. =)

With this opportunity, I am going to give several fixes on this deck.  Fix #1 is going to be what I call an "STS fix".  This fix will be under a 20 minute time limit.  Fix #2 is going to be a "DCI fix"  This fix will be under a time limit of 25 or 30 minutes.  Fix #3 is a "casual" fix.  It will be under no time limit.

These may sound a little strange, but after extensive testing for the STS, I can tell you that I would fix this deck 3 different ways for the 3 different environments.

STS fix comments will be in green
DCI fix comments will be in purple
Casual fix comment will be in maroon.

Let's begin:

Pokemon

You have 1 too many Pokemon.  I would cut both Scythers in favor of the faster Ditto, and go ahead and drop a buzz all together.  Dependant on the area and the prevalence of colorless Pokemon, you might want to have a 3rd Ditto and go to 2 Mewtwos, which I actually recommend.

Your Pokemon count is good, but go ahead and drop 1 Scyther and 1 Electabuzz for 2 Ditto.  They are more versatile.

Your Pokemon count is right.  I would likely drop 1 Buzz and 1 Mewtwo in favor of 2 Chansey.  They're good damage soakers and can deliver a monster shot to any 70HP Pokemon and Wigglytuff too.

Energy

Too much energy here.  You can easily drop 2 energy and go to 14.  Go with 3 Rainbows, 4 DCE, 3 Psychic, and 4 Electric.

I would keep the same count here, but go up to 4 DCE.  Drop 2 each of the Electric and Psy, and add in 2 Rainbows.

Up the energy count by 1.  Go to 6 Psy, 7 Electric, and 4 DCE.

Trainers

Super Removal does you no good.  Drop them all.  Energy Retrieval is mostly worthless too...leave 1 in the deck.  This gives you a total of 8 card slots with everything we pulled thus far.  Add in a 4th Search, a 4th PlusPower, 2 Lasses, and 4 Rocket Sneak Attacks.  I might even consider dropping the Gust for a single Switch.  It's mostly like a 4th Scoop-Up, but in an offensive environment, it could be better.

Drop 1 Super Removal for a 2nd Garbage Run.  Drop 1 Gust and 1 Retrieval for 2 Lass.  That's about it.

Remove the PlusPowers.  This gives 2 slots (we went to 17 energy).  Put in Garbage Run 2 and 3 there.  Drop 1 Retrieval for 1 Lass.  That's about it for this environment.
