You've got quite the assortment here. I have seen many experienced players diversifying decks like this in an attempt to take advantage of opponent's weaknesses, but such decks are challenging to play and have to be prepared properly. This deck needs quite a tune-up. So let's get started.

First off, we need to try to focus down and use not quite so many specific-energy dependant Pokemon in our deck. Scyther is great as he doesn't need grass energy. Let's focus on Psychic, Electric, and Fire. Three colors is about the most I'd run for different energy types. So, for the other colors, we need Pokemon that will be able to attack off of any energy put on them.

Pokemon (13 Basic + 1 Evols = 14 Total):

2 Electabuzz
2 Magmar (Fossil)
1 Scyther
2 Psyduck (Rocket)
1 Dark Golduck
2 Machop (Rocket)

Energy becomes tricky. First, we're going to take advantage of the Team Rocket card, Rainbow Energy. We'll fill in the rest of the gaps with Double Colorless Energy and Psychic/Fire/Electric energies.

Energy (14 Basic + 8 Special = 22 Total):
8 Psychic
3 Fire
3 Lightning
4 Rainbow Energy
4 Double Colorless Energy

Lastly, we'll need trainer cards that will help us draw, help us gust out those Pokemon that are weak to whatever we have in play, and general cause annoyances to our opponent.
