I am having trouble building a deck for a league tournament, so I decided to
use some Neo and Gym cards to make a Water-Fighting deck. Here are the cards
in the deck:

Energy: 27
15 Water Energy
10 Fighting Energy

The strategy is to stall with Mantine while powering up Wooper on your Bench
so it can evolve into Quagsire. Quagsire can hit good with Surf and
Earthquake is pretty good, too. Hitmonchan is another good use for the
Fighting Energy since it can deal damage quickly. Snubbull and Granbull are
there for their Psychic Resistance to protect Hitmonchan and Misty's Seel
and Misty's Dewgong (both Gym Challenge) are there because...well, it's a
Water deck and they're both very good hitters.
I think that a larger variety of Trainer cards is needed for this deck but
I'm not sure which cards to take out and which to put in. Can you help? The
only cards that have to stay are the Woopers and Quagsire because they're
the main part of the deck.

The Pokémon look okay for the most part. I will, however, switch out the
Misty's Seel/Dewgong for the base set variety. Next, out come both Mantine
for another Seel and Hitmonchan. Finally, out come Snubbull and Granbull-as
colorless go, these aren't anything special. Save the five spaces for later.
The Pokémon now look like this:

Now, onto the Trainers. Since we no longer run Misty's Pokémon, out come the
Cerulean City Gym. In their places go two Professor Oak. Next, remove the
Misty's wish for two Professor Elm. Now, with the spaces from before, add in
three Computer Search and two Itemfinder. The trainers now look like this:

The Energy can now be slimmed down a bit. Take out the Potion Energy and
five Water Energy for four Double Colorless Energy and another Itemfinder,
Gust, and No Removal Gym in the Trainers. The Energy now look like this:
