Well, Chris, it is great to dream of a perfect draw, but the reality is, it happens about once in a lifetime. This perfect draw shouldn't be the strategy of your deck. Actually, by the look of what you have, the strategy of the deck appears to be energy removal. Since you love Whirlpool so much. Gyarados and Articuno it seems you have in there for heavy damage. Let's consider getting rid of the Articuno line in favor of a line that will help your deck even better... psyduck/golduck! Let's also get our evolution balance... 4-3-2 and 4-3 is the best choices. You want 4 basic, 3 stage 1's, and 2 stage 2's for most pokemon... this will help you get the basics before the evolutions.

3 Gyarados
4 Psyduck
3 Golduck

The next step of deck construction is energy. A good, solid deck uses about 24 energy, of which 4 of that is the wonderful double-colorless energy!

Energy (20 Basic + 4 DCE = 24 Total):
20 Water
4 Double Colorless Energy

The last part of building a good deck is trainers. You had very little trainers in your previous deck, and I think you'll find that the slots we've freed up will help you play better! We have room to add (60 - 25 - 24 = 11) 11 trainers, so let's start with the obvious one. 4 Bill. This card will help you get the other cards that you need quicker. Since we don't have a lot of room, we're going to fill the rest with energy removal. If you can't get the Super Energy Removals, use Gust of Wind instead.
