Alright, just a few things that you should know.  Rules things.  You made mention in your submission that Double-Colorless Energy counts for any energy.  This is not quite the case.  DCE energies provide 2 Colorless energy.  Which means they can only be used to satisfy the white * symbol in costs.  They can't be used as 'two fighting' or 'two psychic' energy, for instance.  Secondly, Mr. Mime isn't going to help you against Muk.  His power will get turned off and then he's a 40 point punching bag.  Not a good thing.

Now that we have that cleared up, let's remix your deck and see what we can do to make it a tournament contender.  By the look of your deck currently, rares aren't too much of a problem for you, so I may add one or two to my recommendations.  If you can't get them, do the best you can to substitute something close.

The idea behind these is simple.  Bill/Professor Oak/Gambler/Computer Search will help you get the pokemon and evolutions you need.  The Mysterious Fossils are for the Aerodactyls.  The Energy/Super Energy Removals will keep your opponent busy while you get the pokemon you need out into play.  And the Plus Powers/Gust of Winds will help you KO the troublesome Pokemon by bringing them forward and getting them out of the game.
