An excellent deck with an excellent name...my suggestions are focused to help your strategy of dealing damage as quickly as possible and using Wiggly as a finisher. 

Pokemon
Only made a few changes, I personally don't like Mew, especially in an attack style deck.  If you go first with Mew as your starter it deals NO damage!  I replaced with Jynx because of good HP(combo with Scoop UP) and the powerful Meditate attack!  I'm a huge fan of the entire Gastly evolution line...but I only like to run one evolution line in a deck so had to take out Gasty's evolutions(couldn't take out the decks namesake!)  This deck has several god draws...including the Mewtwo "sponge" trick on turn one to power up and early Psyburn.  Another fearsome early play would be a powered up Wigglytuff on turn 2 with the help of alot of card drawing to fill up your bench so you can "Do the Wave" for 60!

Trainers
I like Plus Power in this deck, it makes Jynx and Mr. Mimes early attacks not so weak...which in turn makes their Meditate attacks much better!  You may want to try 4 SER...remember Mewtwo and Gastly have built in Energy Retrieval attacks!  I also think Scoop Up will never be a wasted draw as it keeps your bench full of healthy Pokemon for your "Do the Wave" attack!  All the card drawing is necessary in this deck to come out fast and furious...just be cautious later not to deck yourself!
