I played against this deck the other day nice looking deck.
Not much to do here so I will just do a few tweaks.

Pokemon

The Erika's Jigglypuffs are good but need to much there not worth it.
Swap them for Murkrows to add locking and bench damage.
Add in one Brock's Mankey for tounting opponents so you can lock them in.

Trainers

Looks nice but we can fix it a little
Drop the two Chaos Gyms so you can play your trainers.
Add in one more Professor Elm, Gust of Wind and switch.
Add one Pokemon Center if your using Pichu you can heal your self, or if your opponent is using Pichu it helps a lot.
Add one Sprout Tower so you can lock things like Erika's Jigglypuff, Erika's Dratini and others.
Swap your 4 Energy Removals for 3 Super Energy Removals, its much more effective and works with your Recycle Energys.

Energy

Well, lets drop the DCE now we don't need them much anymore.

There a nice little tweaked deck fix my favorite kind.
Not a lot of changes but they should help the deck a little.
