Okay, first of all, I can't figure out why this sucks.
Sure, it's got a few problems, but what deck doesn't?
Compared to some of the crap I get every day, this
deck is like a breath of fresh air.

1) The only problem I see is that electric is going to
fry you to a well-done crisp. There are a couple of
ways to get around this. The first would be to put in
some colorless or non-electric-weak Pokemon. The
second would be to actively attack electric Pokemon,
probably by sprinkling in fighting. I'm gonna go with
the second strategy here. If you wanted to stay
mono-water, you'd want some good colorless, not to
mention Articuno... Now then, we've decided to put
fighting in. Why don't we first take out the Vaporeon,
since they aren't so good in a multi-color deck, and
insert Dewgong instead--50 for 1WW is good. Maybe drop
to 3-2 while we're at it. Now take out the Lapras
(though I hate to do this) and add Hitmonchan--3,
preferably 4. Good, good. The sole problem is going to
be Zapdos, but he is such an energy hog that you can
probably figure out alternate methods of dealing with
him (Golduck--hint, hint, hint).

2) Your trainers are all solid. The one thing is that
you need Energy Removal. We've already got one card
slot, and we'll make another 3 in just a moment.
Actually, why don't you add in a couple of GOWs--you
have the space, and these never hurt.

3) Remember I said we were going to create card space?
Well, here is where we do it. First of all, you've got
3 DCEs. I'm kind of confused, as it was only really
good for Quick Attack in the first place. And I don't
wanna keep them around just for Dewgong's Ice Beam. So
drop them. Now we need two more slots for the
Gusts--drop a couple of energies for this. We will now
split the remaining 22 energy between fighting and
water. This is always the tricky part of a multi-color
deck (and requires the most individual playtesting and
tuning) but I'm gonna set it at 8 fighting and 14
water for starters. Retrieval helps here.

As I was adding the cards up, I found that I had an
extra slot. I decided to just add an extra water
energy on the spur of the moment--you could use it for
something else if you like.

At any rate, I hope the finished product works for
you. I chose to fix it according to what I felt would
