Looks like you have a good start to a stall deck here. My only concern for you is that number of cards out there that really hurt stall decks these days. Ninetails, MewTwo (Movie Promo) and a Gust of Wind KO's Alakazam, Moltres, Aerodactyl, Mew, and Muk... just to name a few. It has become a dangerous world out there for Alakazam. But, attacking these weak points right when you see them, is the best strategy you can use to protect yourself. See a Fossil, Grimer, or Vulpix on the board? Take it out before it evolves! See Moltres, MewTwo (Movie), or Mew hit the bench? KO it quickly or keep it energy weak. But how does stall go about doing something that is so against what it normally stands for? It has to evolve itself... and take on an offensive element.

You've done a good job of starting this with the couple of Electabuzzes you have, but it isn't enough yet... we need more of an offensive presence to be able to attack while defending with Alakazam's pokemon power. What is the best thing to use? Well, we should up our Electabuzzes to 4. That will help us apply a bit more pressure. In addition, we might consider Movie MewTwo's of our own. Here's one of many possible remixes.

Pokemon (15 Basic + 5 Evols = 20 Total):
4 Abra
3 Kadabra
2 Alakazam
2 Mr. Mime
2 MewTwo (Movie)
3 Chansey
4 Electabuzz

With any luck, you'll start with an Electabuzz or MewTwo (Movie) and be able to start KO'ing a few of your opponent's weaker pokemon, then keep those as your actives with Chansey and Alakazam on the bench, with the occasional Mr. Mime for backup support. You should try to avoid playing both Mr. Mimes. Having one out is usually enough. We also removed the Doduo element, because once we get a pokemon out in front, it is going to stay there the majority of the time. We'll add a couple of switches to our trainer mix for that rare time when Alakazam gets thrown up front and doesn't get KO'd in one hit. But first... energy... for stall decks, we can actually get away with a little less than normal. I've rarely seen stall decks like this require to put energy on the Abra line or Mr. Mime. Though, occasionally the latter for a meditate and a KO. Since we know we have pokemon we won't need to power up, our energy becomes easier to place and less spread around. 18 Basic and 4 double colorless should server our purposes well.

Energy (18 Basic + 4 DCE = 22 Total):
10 Psychic
8 Electric

Finally, we need trainers to heal our pokemon and keep the right ones out front and with enough energy to keep their attacks going. Believe it or not, placing Bills in a stall deck is something I recommend!!! Why do I, you ask? Because this card helps you get what you need, when you need it. A good trainer knows how to card count. If your opponent plays a Bill, then you know it is safe for you to play one. If he plays a Professor Oak, you can play 2 Bills safely! Unless you need to use one to get a card to save your butt, only use a Bill after you see your opponent use something to draw 2 or more cards. Let's see what we can do with the (60 - 20 - 22 = 18) 18 slots we have to work with in your deck.

And as always, best of success to you. One trick to keep in mind... if you get to the point where you start wanting to stall, and Mr. Mime isn't out or useful, use Electabuzz! Thundershock for a chance to paralyze and keep your opponent from attacking next turn!
